You do need to be higher level. It doesn't have to be a commando...we are in need of skilled level 20+ Nat gunners and soldiers so if you level one of those it should help your chances on getting in.

my soldiers my highest level but I play mando more. its cuz I played him ALOT before the rifle nerfs
