Nah its been changed back so only 1 level 20 commando is needed

It depends on what "side" of KCA he wants to join.
There's zeh community: Lvl 20+ commando
And zeh possum clan: Lvl 25+ soldier/gunner

so if a community member has a level 25+ Soldier/gunner they are part of the clan?

Well, if you got a lvl 20+ commando, you can be part of the community.
If you also got a lvl 25 soldier/gunner, you can play in CW's.
